		</div><p>Barack Obama has signed a disaster declaration for North Carolina, making federal funding available to individuals affected by Hurricane Matthew, according to a White House statement.</p>
<p>The president&#8217;s declaration will provide assistance to affected residents in 10 North Carolina counties.</p>
<p>Federal funding is available to additional counties in partnership with local and state agencies.</p>
<p>The storm has killed at least 21 people in the US including 11 in North Carolina. Most were swept away by flood waters.</p>
<p>Earlier, nearly 800 inmates in a North Carolina prison were evacuated due to rising floodwaters associated with the storm.</p>
<p>Keith Acree of the Department of Public Safety said that 797 prisoners were transported by bus from Neuse Correctional Institution in Goldsboro to other prisons in the state system.</p>
