<p>David Cameron will go head-to-head with Nick Clegg over electoral reform, warning that a &#8216;yes&#8217; vote in May&#8217;s referendum will lead to regular hung parliaments.</p>
<p>As the Prime Minister and Deputy Prime Minister make their first high-profile speeches of the campaign, Mr Cameron will say that a move to the alternative vote (AV) system is the &#8220;precise opposite&#8221; of what the country needs.</p>
<p>He will argue that AV would result in more indecisive general election results like last year&#8217;s and more &#8220;haggling and horsetrading&#8221; between politicians.</p>
<p>Mr Cameron will also make clear he intends to campaign vigorously against his Liberal Democrat deputy, saying he will be making the case for retaining first-past-the-post Westminster elections &#8220;loud and clearly&#8221;.</p>
<p>Later on Friday, Mr Clegg will set out the case for adopting AV, insisting first-past-the-post is &#8220;out of date&#8221; and responsible for turning many voters off politics.</p>
<p>He will say that that it encourages MPs to be lazy as it allows them to ignore large sections of the population and focus only on their core supporters.</p>
<p>The commitment to holding a referendum on AV &#8211; despite Tory opposition to electoral reform &#8211; was a key concession for the Lib Dems in last May&#8217;s coalition negotiations.</p>
<p>But the Prime Minister will say that shifting to AV for elections to parliament will make politics &#8220;less accountable&#8221; and less easy to remove governments from office. Former Labour prime minister Gordon Brown could still be in office if AV had been in place for last year&#8217;s general election, he will say.</p>
<p>In a speech in Leeds, Mr Clegg will claim that AV would give voters more power over politicians and reduce the number of safe seats in which MPs have a constituency for life.</p>
<p>&#8220;First-past-the-post is out of date and it is at the heart of so many of the reasons that people don&#8217;t trust in or care about politics,&#8221; the Deputy Prime Minister will say. &#8220;It means most MPs are elected without the support of most of the people they are supposed to represent.&#8221;</p>
