David Cameron has pledged a growth-boosting Budget to help the UK “hustle” and “earn its way in the world” again.

The Prime Minister said the financial package on March 23 would cut red tape and encourage “the doers, the grafters, the builders and the businesswomen”.

The message, in an article for the News of the World, came amid criticism that the coalition has focused too heavily on cutting public spending without a plan to kick-start the economy.

But Mr Cameron insisted Labour had “snuffed out and smothered enterprise” with taxes and bureaucracy since 1997.

“In just over two weeks, our government is going to unveil the most pro-enterprise, pro-business Budget for a generation,” he wrote.

“It’s going to be a Budget for the doers and the grafters, the builders and the businesswomen – all those entrepreneurs who create jobs and money for the rest of us. It’s going to be a no-nonsense, roll-our-sleeves up Budget, where we do everything we can to make it easier for businesses to grow, invest and take people on.”

Mr Cameron – who will address the Conservative Spring conference in Cardiff – said the government had “wasted no time” dealing with the “massive debts” Labour had left.

“But they also snuffed out and smothered enterprise with all their taxes and regulations and bureaucracy,” he wrote. “There’s no shortage of enterprise out there, of people with great ideas who want to get on and make something of themselves – we just need to unleash them. That’s what we’re doing.”

Mr Cameron suffered brickbats for taking arms industry representatives with him on a tour of the Middle East last month. But he made no apology for trying to boost trade, describing himself as an “enterprise Prime Minister”.

“Every summit I go to, every trip I make, every foreign leader I meet, I’m always trying to drum up new trade or business for Britain,” he insisted. “I know some people don’t like me doing that. Frankly, I don’t care. Do these critics think the Germans and the French and the Americans are all sitting at home waiting for business to fall on to their lap? Of course not. They’re getting out there, and so am I. Britain’s got to earn its way again in the world.”
