		</div><p>Turkey&#8217;s president has accused the European Union of failing to honour its side of a deal to stop refugees entering Europe &#8211; and defended a possible reintroduction of the death penalty.</p>
<p>Recep Tayyip Erdogan says the EU has transferred only up to two million of the €3bn promised to Ankara as part of the agreement.</p>
<p>In an interview with German broadcaster ARD, Mr Erdogan urged the EU to lift visa requirements for Turkish citizens.</p>
<p>He also justified calls to restore the death penalty in Turkey in response to a recent failed coup.</p>
<p>Mr Erdogan told ARD that Turkish voters wanted the measure, stating that &#8220;if we are in a democratic state of law, then the people decide&#8221;.</p>
