		</div><p>The President of the European Commission has said EU reform must be fair to all countries.</p>
<p>Jean Claude Juncker was speaking ahead of today&#8217;s summit of EU leaders in Brussels.</p>
<p>The refugee crisis and the UK&#8217;s planned renegotiation of its EU membership are topping the agenda.</p>
<p>Mr Juncker has said he is convinced a fair solution can be found: “This fair deal for Britain has to be a fair deal for the other 27 countries too,</p>
<p>“We are open-minded, we are engaging in this dialogue which will be a negotiation with Britain in open-minded way.”</p>
