<p>The decision by the publisher of the Daily Express to pull out of the Press Complaints Commission (PCC) brings statutory regulation of newspapers and magazines a &#8220;step closer&#8221;, the Culture Secretary has said.</p>
<p>Northern &#038; Shell, which is run by Richard Desmond and publishes the Daily Star, Star on Sunday and OK! magazine, has stopped paying funds to the Press Standards Board of Finance, which in turn pays for the work of the PCC.</p>
<p>That means its newspapers and magazines will no longer be covered by the regulator.</p>
<p>On Wednesday night in front of an audience at the London School of Economics Jeremy Hunt said of Mr Desmond&#8217;s decision: &#8220;I would think the last thing he would want is statutory regulation and by undermining the system of self-regulation he risks bringing that a step closer. I think it was a curious and regrettable decision.&#8221;</p>
<p>The decision has been described by PCC chairman Baroness Buscombe as &#8220;disappointing&#8221;.</p>
<p>The PCC said it will no longer deal formally with complaints against Northern &#038; Shell publications but will &#8220;assist individuals to frame their complaints&#8221; and direct them to the relevant department.</p>
<p>A spokesman for Northern &#038; Shell declined to comment.</p>
<p>The PCC, which was set up in 1991, deals with complaints about the content of newspapers, magazines and websites and the conduct of journalists.</p>
<p>Mr Hunt also said he expects his decision on whether to allow the proposed takeover of BSkyB by Rupert Murdoch&#8217;s News Corporation to be &#8220;judicially challenged&#8221; whatever decision he makes.</p>
<p>The decision passed to Mr Hunt after Business Secretary Vince Cable was stripped of his responsibilities for media regulation after being recorded telling undercover reporters he had &#8220;declared war&#8221; on Mr Murdoch&#8217;s media empire.</p>
