the Chancellor said&colon; <em>&OpenCurlyDoubleQuote;We can’t because many of the levers are held by others – the EU 27 or private business&period; We can seek to persuade them but we can’t control it&period;<&sol;em><&sol;p>&NewLine;<p><em>&OpenCurlyDoubleQuote;For example&comma;
