Scots to get ‘real choice’ on Brexit with independence vote – Nicola Sturgeon

between Brexit and leaving the UK in a second vote on independence&period;<&sol;p>&NewLine;<p>The First Minister confirmed she is to seek the approval of the Scottish Parliament next week to start negotiations with the UK Government on staging a fresh referendum&period; That could see a second independence vote take place as early as autumn 2018 &&num;8211&semi; just four years on from when Scots voted by 55&percnt; to 45&percnt; to stay part of the United Kingdom&period;<&sol;p>&NewLine;<p>It comes after nearly two-thirds &lpar;62&percnt;&rpar; of Scots opted to stay in the European Union&comma; but the UK as a whole voted for Brexit&period; Within hours of that result being known&comma; the SNP leader said another referendum was &&num;8220&semi;highly likely&&num;8221&semi;&period;<&sol;p>&NewLine;<p>Speaking at her official residence&comma; Bute House in Edinburgh&comma; the First Minister said&colon; &&num;8220&semi;I will now take the steps necessary to make sure that Scotland will have a choice at the end of this process &&num;8211&semi; a choice of whether to follow the UK to a hard Brexit or to become an independent country&comma; able to secure a real partnership of equals with the rest of the UK and our own relationship with Europe&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Ms Sturgeon said she would go to Holyrood next week and &&num;8220&semi;seek the authority of the Scottish Parliament to agree with the UK Government the details of a section 30 order &&num;8211&semi; the procedure that will enable the Scottish Parliament to legislate for an independence referendum&&num;8221&semi;&period;<&sol;p>&NewLine;<p>She added&colon; &&num;8220&semi;The timing of the Brexit negotiations are not within the control of the Scottish Government&comma; however we must plan on the basis of what we do know now&period;<&sol;p>&NewLine;<p>&&num;8220&semi;On the timetable set out by the Prime Minister the shape of the Brexit deal will become clear in the autumn of next year&comma; ahead of ratification votes by other EU countries&period; &&num;8220&semi;That is&comma; therefore&comma; the earliest point at which a referendum would be appropriate&period;&&num;8221&semi;<&sol;p>&NewLine;<p>The First Minister said&colon; &&num;8220&semi;If Scotland is to have a real choice&comma; when the terms of Brexit are known but before it is too late to choose our own course&comma; then that choice must be offered between the autumn of next year 2018 and the spring of 2019&period;&&num;8221&semi;<&sol;p>&NewLine;<p>With the UK having voted to leave the EU in June 2016&comma; Ms Sturgeon said that change was now &&num;8220&semi;inevitable&&num;8221&semi;&period;<br &sol;>&NewLine;While she added &&num;8220&semi;the option of &&num;8216&semi;no change&&num;8217&semi; is no longer available&&num;8221&semi;&comma; she insisted Scots could &&num;8220&semi;still decide the nature of change&&num;8221&semi;&period;<&sol;p>&NewLine;<p>Ms Sturgeon stated&colon; &&num;8220&semi;Having Scotland&&num;8217&semi;s referendum &&num;8211&semi; at a time when the terms of Brexit are known &&num;8211&semi; will give the Scottish people a choice about the kind of change we want&period;<br &sol;>&NewLine;&&num;8220&semi;It must be a choice for all of us&period;&&num;8221&semi;<&sol;p>&NewLine;<p>She continued&colon; &&num;8220&semi;If I ruled out a referendum&comma; I would be deciding &&num;8211&semi; completely unilaterally &&num;8211&semi; that Scotland will follow the UK to a hard Brexit come what may&comma; no matter how damaging to our economy and our society it turns out to be&period;<&sol;p>&NewLine;<p>&&num;8220&semi;That should not be the decision of just one politician &&num;8211&semi; not even the First Minister&period;<br &sol;>&NewLine;&&num;8220&semi;By taking the steps I have set out today&comma; I am ensuring that Scotland&&num;8217&semi;s future will be decided not just by me or the Scottish Government&period;<&sol;p>&NewLine;<p>&&num;8220&semi;It will be decided by the people of Scotland&period; &&num;8220&semi;It will be Scotland&&num;8217&semi;s choice&period; And I trust the people to make that choice&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Ms Sturgeon had hoped Scotland would be able to remain in the European single market&comma; even after the rest of the UK leaves the trading bloc&period; But she said these &&num;8220&semi;compromise&&num;8221&semi; proposals had been met with a &&num;8220&semi;brick wall of intransigence&&num;8221&semi; from the UK Government&period;<&sol;p>&NewLine;<p>A paper published by the Scottish Government in December also insisted that significant new powers should be transferred north as a result of Brexit&period;<&sol;p>&NewLine;<p>The Tories&comma; however&comma; have said negotiations must take place to determine where best power should lie after the UK exits the EU&period;<&sol;p>&NewLine;<p>Prime Minister Theresa May told the Scottish Conservative conference in February that powers &&num;8220&semi;&&num;8216&semi;must sit at the right level to ensure our United Kingdom can operate effectively&&num;8221&semi;&period;<&sol;p>&NewLine;<p>Ms Sturgeon hit out at the Prime Minister&comma; saying&colon; &&num;8220&semi;UK membership of the single market was ruled out with no prior consultation with the Scottish Government or indeed with the other devolved administrations &&num;8211&semi; leaving us facing not just Brexit&comma; but a hard Brexit&period;<&sol;p>&NewLine;<p>&&num;8220&semi;There has been talk of special deals for the car industry and others&comma; but a point blank refusal to discuss in any meaningful way a differential approach for Scotland&period;<&sol;p>&NewLine;<p>&&num;8220&semi;And far from any prospect of significant new powers for the Scottish Parliament&comma; the UK Government is becoming ever more assertive in its intention to muscle in on the powers we already have&period;&&num;8221&semi;<br &sol;>&NewLine;The First Minister said&colon; &&num;8220&semi;The language of partnership has gone&comma; completely&period;&&num;8221&semi;<&sol;p>&NewLine;<p>She added&colon; &&num;8220&semi;There should be little doubt about this &&num;8211&semi; if Scotland can be ignored on an issue as important as our membership of the EU and the single market&comma; then it is clear that our voice and our interests can be ignored at any time and on any issue&period; &&num;8220&semi;That cannot be a secure basis on which to build a better Scotland&period;&&num;8221&semi;<br &sol;>&NewLine;Ms Sturgeon said Brexit would have &&num;8220&semi;massive implications for Scotland&&num;8221&semi;<&sol;p>&NewLine;<p>Leaving the EU would impact on jobs and the economy&comma; but also how &&num;8220&semi;open&comma; welcoming&comma; diverse and fair&&num;8221&semi; Scotland would be in the future&period;<&sol;p>&NewLine;<p>She also said there were implications for democracy&comma; questioning &&num;8220&semi;to what extent will we be able to determine our own direction of travel&comma; rather than having that decided for us&quest;&&num;8221&semi;<&sol;p>&NewLine;<p>The First Minister said&colon; &&num;8220&semi;In short&comma; it is not just our relationship with Europe that is at stake&period;<br &sol;>&NewLine;&&num;8220&semi;What is at stake is the kind of country we will become&period;<&sol;p>&NewLine;<p>&&num;8220&semi;Now at times of change and uncertainty&comma; the instinct to do nothing and just hope for the best is understandable&period; But&comma; in my view&comma; it is not the right one&period;<&sol;p>&NewLine;<p>&&num;8220&semi;At times like these&comma; it is more important than ever to have a clear plan for the way ahead &&num;8211&semi; to try&comma; as far as is possible&comma; to be in control of events and not just at the mercy of them&period;&&num;8221&semi; She stated&colon; &&num;8220&semi;Right now&comma; Scotland stands at a hugely important crossroads&period;<&sol;p>&NewLine;<p>&&num;8220&semi;We didn&&num;8217&semi;t choose to be in this position&period; In common with most people across the country&comma; I wish that we weren&&num;8217&semi;t in this position&period; But we are and the stakes are high&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Former First Minster Alex Salmond congratulated his successor on her speech&colon; &&num;8220&semi;Well done Scotland&&num;8217&semi;s First Minister&period; It&&num;8217&semi;s called political leadership &&num;8211&semi; UK parties should take note&&num;8230&semi;&&num;8221&semi;<&sol;p>&NewLine;<p>&&num;8220&semi;Labour believes it would be wrong to hold another so soon and Scottish Labour will oppose it in the Scottish parliament&comma;&&num;8221&semi;
