Clayton Williams, 18, of Merseyside in England, will appear before magistrates accused of murdering the father of two.

He also charged with attempted section 18 wounding against PC Phillips’ colleague Pc Birkett, burglary and aggravated unauthorised taking of a motor vehicle.

A second man, Phillip Stuart, 30 from Oxton in England, is charged with aggravated unauthorised taking of a motor vehicle and burglary and will appear at the court.

Pc Phillips, 34, was killed on Monday after he was struck by a vehicle as he attempted to use a “stinger” device to stop the car.

The father of two was described as a “hero” by his daughters Abigail, seven, and Sophie, three, in messages left at the scene.

His grieving widow Jen, 28, left a bouquet of white lilies along with a photo of the couple from their wedding day.

Her message read: “Dave, my poo Bear! I can’t believe you’ve been taken away from me, you are my everything and have no idea how I am going to carry on with you not by my side.

“I love you with every inch of my heart and will miss you so so much, Your Mrs XXXXX.”

In an emotional video posted on YouTube by Merseyside Police, Abigail read out touching tributes alongside sister, Pc Phillips’s nephew Thomas, aged seven, and his four-year-old niece Annabel.

“My daddy was a lovely and kind and caring dad,” Abigail said.

She added: “My daddy is kind and caring because he gives the best kisses and cuddles. He is my hero. I love you daddy.”

Her sister-in-law, Hannah Whieldon said just hours before his final fatal shift, Pc Phillips had been with his wife filming their girl “beaming” with smiles, singing and dancing.

A message from Sophie alongside flowers read: “Daddy, my hero, my super daddy, my world. I love you so much. I will miss our cuddles, tickles, giggles and smiles. I love you lots and lots. Your little princess Sophie x x x x x.”

A second bouquet from Abigail, written in scrawled handwriting, read: “Daddy, I love you so much, you are the best daddy in the whole wide world, you are my hero! I will miss you. XXX Love Abigail XXXXX.”
