<p>Foreign Secretary William Hague has urged the Libyan regime to behave with &#8220;humanity and restraint&#8221; and respond to the legitimate grievances and aspirations of its people.</p>
<p>Arriving in Brussels for talks with fellow EU foreign ministers, he said the credibility of the Libyan government had been undermined by its failure to protect the public from the use of &#8220;lethal force&#8221;.</p>
<p>He said international monitors should be allowed in as soon as possible, adding: &#8220;The response of EU should be conditioned on Libya respecting basic international human rights norms and being prepared to respond to legitimate grievances of their people.&#8221;</p>
<p>Mr Hague said he called Saif al-Islam &#8211; Libyan leader Colonel Gaddafi&#8217;s son &#8211; on Sunday to object to the use of the force: &#8220;The son is clearly very much in Libya, but I have no evidence as to the whereabouts of Gaddafi himself.&#8221;</p>
<p>Meanwhile, a former senior diplomat has said political reform in Libya is &#8220;long overdue&#8221;.</p>
<p>Ex-Foreign Office minister Lord Malloch-Brown, who was previously deputy secretary-general of the United Nations, said: &#8220;I wish this had happened years ago.&#8221;</p>
<p>Lord Malloch-Brown, who served in the Foreign Office under Gordon Brown for two years, said he was surprised repression and inequality under Colonel Gaddafi&#8217;s 41-year rule had not sparked a popular uprising earlier.</p>
<p>But he added: &#8220;The resistance of Gaddafi &#8211; the terror state and security state he has established &#8211; explains why not. To be an opponent of his has been an almost suicide sentence to put on oneself, so he has survived through terror and suppression of his citizens.&#8221;</p>
<p>Libyan protesters and security forces battled for control of Tripoli&#8217;s city centre overnight, with snipers opening fire and supporters of Gaddafi shooting from speeding vehicles, witnesses have said. The protests appear to be the heaviest in Libya&#8217;s capital after days of deadly clashes in eastern cities.</p>
<p>Three witnesses say protesters moved into Tripoli&#8217;s central Green Square and nearby squares on Sunday night. Plain-clothes security forces and militiamen attacked in clashes that lasted until dawn.</p>
