and respond to the legitimate grievances and aspirations of its people&period;<&sol;p>&NewLine;<p>Arriving in Brussels for talks with fellow EU foreign ministers&comma; he said the credibility of the Libyan government had been undermined by its failure to protect the public from the use of &&num;8220&semi;lethal force&&num;8221&semi;&period;<&sol;p>&NewLine;<p>He said international monitors should be allowed in as soon as possible&comma; adding&colon; &&num;8220&semi;The response of EU should be conditioned on Libya respecting basic international human rights norms and being prepared to respond to legitimate grievances of their people&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Mr Hague said he called Saif al-Islam &&num;8211&semi; Libyan leader Colonel Gaddafi&&num;8217&semi;s son &&num;8211&semi; on Sunday to object to the use of the force&colon; &&num;8220&semi;The son is clearly very much in Libya&comma; but I have no evidence as to the whereabouts of Gaddafi himself&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Meanwhile&comma; a former senior diplomat has said political reform in Libya is &&num;8220&semi;long overdue&&num;8221&semi;&period;<&sol;p>&NewLine;<p>Ex-Foreign Office minister Lord Malloch-Brown&comma; who was previously deputy secretary-general of the United Nations&comma; said&colon; &&num;8220&semi;I wish this had happened years ago&period;&&num;8221&semi;<&sol;p>&NewLine;<p>Lord Malloch-Brown&comma; who served in the Foreign Office under Gordon Brown for two years&comma; said he was surprised repression and inequality under Colonel Gaddafi&&num;8217&semi;s 41-year rule had not sparked a popular uprising earlier&period;<&sol;p>&NewLine;<p>But he added&colon; &&num;8220&semi;The resistance of Gaddafi &&num;8211&semi;
