<p>Army commanders have been urged to put injured soldiers forward for possible discharge amid concerns that the large numbers of medically unfit personnel are diminishing fighting strength.</p>
<p>In a memo obtained by the Daily Telegraph, director general of Army personnel, Major General Andrew Gregory, told commanders to accept the &#8220;harsh reality&#8221; of managing wounded troops.</p>
<p>As a result of combat operations in Afghanistan and Iraq over the past decade, the number of soldiers classed unfit for operational deployment has swollen to 6,600, more than 6% of the Army&#8217;s total strength.</p>
<p>In the memo to divisional commanders, Maj Gen Gregory said retaining injured soldiers was not always in the &#8220;best interest of either the individual or the Army&#8221;.</p>
<p>&#8220;The number of non-deployable personnel serving in the Army remains a concern in an Army that is focused on delivering operational capability,&#8221; he said. &#8220;It is a harsh reality that we must look critically at how we manage our wounded, injured and sick, regardless of cause.</p>
<p>&#8220;This is not only to ensure that we have the maximum numbers available to deploy but also that we properly look after this cohort to ensure they are managed to a successful outcome.&#8221;</p>
<p>The Ministry of Defence last year launched a policy known as Army Recovery Capability (ARC), designed to &#8220;enable the swiftest return to duty, or the smoothest transition to an appropriately skilled and supported civilian life, for wounded, injured, or long term sick soldiers&#8221;.</p>
<p>Under ARC, injured soldiers are sent to one of four personnel recovery centres to prepare for a return to military duties or to prepare for life outside the forces. Construction of the centres is supported by funds raised by charity Help for Heroes, while the running costs are covered by the Royal British Legion.</p>
<p>The MoD&#8217;s minister for defence personnel welfare and veterans, Andrew Robathan, said: &#8220;Seriously injured soldiers receive top-class medical care at Queen Elizabeth Hospital Birmingham; world-class rehabilitation at Headley Court; and are looked after through the Army Recovery Capability. For some, this might be returning to a supported civilian life, while others may return to duties.</p>
<p>&#8220;Having reviewed the system, the Army chain of command has assured ministers that every case is assessed individually. No severely injured soldier will leave until it is right for them and the Army, however long that takes. The focus of ARC is to work with them to lead them towards the future which is best for them, whether it is inside or outside the Army.&#8221;</p>
