<p>The public anger which forced David Cameron to ditch plans to sell off the forests will be &#8220;as nothing&#8221; compared to the fury which will be unleashed by his proposals for the NHS, Ed Miliband is to warn.</p>
<p>The Labour leader will accuse the Government of planning an &#8220;experiment in right-wing ideology&#8221; on the NHS and will warn that proposed reforms give the requirements of the market priority over the needs of patients.</p>
<p>In a keynote speech to Labour&#8217;s Welsh conference in Llandudno, Mr Miliband will say that Thursday&#8217;s U-turn &#8211; which saw an apologetic Environment Secretary Caroline Spelman ditch plans to privatise forests in the face of widespread public protests &#8211; showed the Government was &#8220;out of touch&#8221;.</p>
<p>On the NHS, just as on libraries, SureStart centres and forests, ministers are trying to push through ideologically-driven policies without public support and without consultation, he will claim.</p>
<p>&#8220;Why did they get themselves into the mess? Because these people are totally out of touch with what the British people value,&#8221; Mr Miliband will say.</p>
<p>&#8220;No doubt this arrogant Government will be congratulating itself on executing a U-turn. But forests are just one example of what happens when a Government and a Prime Minister that don&#8217;t understand what matters to people, don&#8217;t listen to them and so carelessly destroy the institutions that people value.&#8221;</p>
<p>The Labour leader will say that this is nowhere more true than in the case of the NHS, where Health Secretary Andrew Lansley plans to hand almost 80% of the English health budget to GPs to commission treatment and services from &#8220;any willing provider&#8221; &#8211; including private firms.</p>
<p>Mr Lansley&#8217;s proposals &#8220;bear all the hallmarks of what people dislike most about this Government,&#8221; Mr Miliband will say. &#8220;Ideas developed without consultation, ideas that nobody wants, that nobody voted for and that put ideology before the institutions people care about.</p>
<p>&#8220;Above all, they are showing on the NHS, just like the forests, the SureStart centres, the local library, that they know the price of everything and the value of nothing. Just like they wanted to sell off the forests to highest bidder, now they want healthcare sold to the lowest bidder.</p>
<p>&#8220;I warn David Cameron and the Government: the ill-feeling he created over the forests will be as nothing compared to the real anger that will build about his dangerous plans for the NHS.&#8221;</p>
