<p>A 19-year-old man has been arrested by police involved a major investigation into child sexual exploitation and abuse.</p>
<p>Devon and Cornwall Police said 20 children had been spoken to about the allegations so far.</p>
<p>The force has written to thousands of parents of children at secondary schools in Torbay and Teignbridge in Devon informing them of the investigation.</p>
<p>But officers stressed that the allegations do not involve paedophiles snatching children off the street. The victims were known to the alleged offenders.</p>
<p>The suspect is being held at a police station in Torquay awaiting questioning. Police said the age range of the children involved was 12 years and upwards and they were dealing mainly with girls, from more than one school in the area.</p>
<p>Senior investigating officer Detective Inspector Simon Snell said: &#8220;The complaints have been made by children. It was raised at a multi-agency forum quite recently. We acted really, really quickly to make sure we listened to those multi-agency groups and have then conducted this investigation.</p>
<p>&#8220;We are looking at other people and other arrests may follow in the coming days and weeks.&#8221;</p>
<p>DI Snell said a team of 50 officers was looking into the sexual offences committed against the children. He said these offences did not include prostitution but varied from indecent assault to rape. He added that police had no evidence of images being involved but were keeping an open mind.</p>
<p>&#8220;We are not dealing with individuals who are grabbing children off the street,&#8221; he said. &#8220;Each of the children is known to the offenders and it&#8217;s simply not the case that this is a group of paedophiles grabbing people off the street.</p>
<p>He said parents could be re-assured that their children were safe to walk home from school. The message was reiterated by Jim Nye, Superintendent for Torbay, who said the police presence outside schools in the area was purely for reassurance and not to deal with any offenders.</p>
