a parliamentary report has warned&period;<&sol;p>&NewLine;<p>Since the Second World War&comma; the period between general elections has averaged three years and 10 months&comma; and there would have been four fewer elections if five-year fixed terms had been in place&comma; said the House of Lords Constitution Committee&period;<&sol;p>&NewLine;<p>The proposed change is driven more by the short-term political interests of the coalition parties than long-term constitutional principles or public demand&comma; their report found&period;<&sol;p>&NewLine;<p>And they argued that if Westminster is to switch to fixed-term parliaments&comma; elections should be held every four years rather than five&comma; saying there is &&num;8220&semi;no justification&&num;8221&semi; for allowing MPs to go so long without renewing their popular mandate&period;<&sol;p>&NewLine;<p>Baroness Jay&comma; who chairs the cross-party committee&comma; said that the Conservative-Liberal Democrat Government had &&num;8220&semi;failed to make the case for such a significant constitutional change&&num;8221&semi; and urged it to think again&period;<&sol;p>&NewLine;<p>Proposals for a five-year fixed term emerged in the coalition agreement following May&&num;8217&semi;s inconclusive General Election&comma; and are contained in a Bill before Parliament which sets May 7 2015 as the next polling day&period;<&sol;p>&NewLine;<p>Future elections will be held every five years&comma; stripping the Prime Minister of his power to go to the country at an advantageous time&period; Early dissolution of Parliament will be allowed only after a vote of no confidence or a two-thirds majority vote in the Commons&period;<&sol;p>&NewLine;<p>Deputy Prime Minister Nick Clegg said that the change would &&num;8220&semi;remove from the executive and the Prime Minister of the day the ability to play politics with the timing of the election&&num;8221&semi; which had &&num;8220&semi;distorted&comma; paralysed&comma; hobbled and handicapped&&num;8221&semi; a succession of governments&period;<&sol;p>&NewLine;<p>But the Lords Constitution Committee said it is &&num;8220&semi;unconvinced&&num;8221&semi; by the arguments for fixed terms&comma; which would &&num;8220&semi;lead to less frequent elections and make the legislature less accountable&comma; not more&&num;8221&semi;&period;<&sol;p>&NewLine;<p>The reform would make it more difficult to call an early election following an exceptional event such as a drastic shift in the make-up of a government&comma;
