A crisis meeting of EU justice and interior ministers has ended without agreement on proposals to relocate an extra 120,000 refugees throughout Europe.
The meeting formally agreed to earlier proposals to relocate 40,000 people from Italy and Greece.
However, the ministers could not reach a deal on a bigger relocation agreement.
It is thought the ministers will meet again next week for further talks.
EU Commission Vice-President Frans Timmermans says Europe has to do more to help refugees: “Europe will need to go out there where refugees are to identify people who would be eligible for resettlement in Europe.
“This needs to be done, much more than in the past, the numbers today are much too small.”
