Sweden has introduced border controls, as a high number of refugees look to repatriate there.
It has come on the second day of a two day meeting between African and EU countries in Malta, aimed at stemming the flow of refugees and repatriating others.
Peter Sutherland is United Nations Special Representative for International Migration.
He has said the most important outcome is the safety and well-being of those seeking refuge.
“This is not a long-term solution, this conference in itself, it is part of a process of dialogue I suppose between Europe and Africa,” Mr Sutherland said.
“My concern has been that the real issue has to be not the countries but the individuals, the migrants themselves, saving their lives and looking after them.”
