Barack Obama declares disaster in North Carolina after Hurricane Matthew hits

Barack Obama has signed a disaster declaration for North Carolina, making federal funding available to individuals affected by Hurricane Matthew, according to a White House statement.

The president’s declaration will provide assistance to affected residents in 10 North Carolina counties.

Federal funding is available to additional counties in partnership with local and state agencies.

The storm has killed at least 21 people in the US including 11 in North Carolina. Most were swept away by flood waters.

Earlier, nearly 800 inmates in a North Carolina prison were evacuated due to rising floodwaters associated with the storm.

Keith Acree of the Department of Public Safety said that 797 prisoners were transported by bus from Neuse Correctional Institution in Goldsboro to other prisons in the state system.
